Yolanda Díaz Presents A New Proposal For The Labor Reform

The Ministry of Labor who heads the second vice president, Yolanda Diaz, employers and unions presented a new draft labor reform, according to informed elEconomista sources who preferred not to reveal negotiating the content of the new proposal.

The minister told TVE that “she has infinite patience” and that the key to this negotiation is “discretion” and that she will work to achieve an agreement with the social agents. “I think the agreement is possible if there is no partisanship,” he stressed.

However, the vice president warned that the labor market reform “is going to be done” and the social agents know “very well” that it has to be published in the BOE before December 31st . In fact, in the previous negotiation draft, presented by the Secretary of State for Labor, Joaquín Pérez Rey on June 30, the Royal Decree Law was dated: September.

However, these same sources state that the table did not enter on Wednesday to debate the new Labor proposal, since the meeting focused on the fixed construction work contract that Labor wants to repeal with a frontal rejection of the CEOE that defends that it is It is a contractual model agreed with the unions.

UGT denounced at the end of the meeting that the employer is managing to paralyze the negotiation for the reform and that in the appointment of this Wednesday nothing has been advanced with respect to previous meetings.

According to UGT sources, the Government put forward a new proposal for training contracts, delving into the objective of leaving a single contract that encompasses current internships and apprenticeships. Also, always according to these sources, which EFE collects , presented a reformulation of the discontinuous fixed contract to try to fit in this figure the current contract for work or service.

The Government wants to eliminate the contract for work or service, which has generated great discomfort in the employers’ organizations, which interpret it as a restriction on the flexibility of the company’s contracting and who consider that the Ministry of Labor is wrongly associating temporary employment with precariousness .

According to the UGT, the Government maintains its proposal regarding temporary hiring (prohibiting its use to cover production peaks when they have to do with the normal and permanent activity of the company), as well as the one related to the substantial modification of working conditions and outsourcing.

Work yesterday’s move to present a new proposal comes after CEOE warned that with the previous wording it was impossible to reach an agreement . In fact, employers’ sources expected that a Labor movement would take place yesterday, because although they did not intend to break the negotiating table, they were not going to negotiate the terms presented by the Government.

The president of the CEOE, Antonio Garamendi, confirmed in Burgos that “they were waiting for a new approach” and clarified that what Europe has demanded of Spain is not what they had presented so far, but to reduce the temporality.

He thus replied to the minister that in the interview on TVE he stated that “I am sure that Antonio Garamendi does not believe that a young man who receives 430 euros a month is a correct contractual modality”. Díaz clarified that what was presented by the Government “is what the EU asks of us.”

For his part, Carlos Bravo from CCOO demanded from the Government during the concentration in favor of the SMI and the repeal of the labor reform the reversal of the 2012 PP modification to rebalance collective bargaining.
